If there was repression, violation to the Human Rights and inattention to important conflicts during Ramirez Acuña's term of office, with Mouriño things will be even worse. Throughout his declarations, it is proved that the critics to the government of his boss, The president Felipe Calderon, are going to be undesirable persons, and will not have any space to express their opinions. *

Mexico City.- It was just a matter of time until Felipe Calderon decided to push aside the assistant secretaries that had joined the cabinet, for a payment of quotas. Remember that German Martinez Cazares was in charge of the Department of Internal Affairs** (SFP- Secretaría de la Función Pública) just for a few months, while beginning the succession inside the PAN (Mexican National Action Party), and to have a well-paid job to face up to the simulated campaign for the presidency of the “blanquiazul” (white&blue,colours of the PAN logo). Its flatterers were celebrating that the LegaL President (PLL) was to finish the year without removing any of his main ministers of their charges. But Calderon had saved them the surprise for the beginning of the year 2008.

   The first one was Beatriz Zavala Peniche (cousin of the corrupt “priista” -member of the PRI political party from Mexico- Carlos Cabal Peniche), who was replaced by an old classmate (and now a great friend) of a master's degree he attended with Calderon in the Technological Institute of Mexico (ITAM), and who had been holding a position as an office assistant on the Department of Treasury. I do not know what Social Development has to do with treasury, but anyway, that's how cool the “cuates” (buddies) are, right? Zavala was dismissed from his post at the ministry for not having done the results expected by the Commander-in-Chief of the Armed Forces, but do not think those results have something to do with the development of the most defenceless people and with the reduction of poverty, which did not happen, she was really fired for the poor media results that produced the Federal Government's help during the flooding in Tabasco and Chiapas.
    The popularity of the self-named disobedient son did not increase despite having appeared in advertisements the whole day loading “huacales” (a kind of vessel to carry things) with food inside. That was the main reason for having got rid of one of the women that held positions in strategic ministries of the spurious government, but Mrs. Zavala was substituted by a man and not a woman, once again, Calderon is demonstrating he is a liar, as a candidate and, already, as the elected president he said women would have important charges in their cabinets, of course, but he never clarified for how long.
   The second and most important movement was, in the Ministry of Internal Affairs, where the acting Minister normally positions the person who will succeed him, even though the presidential succession is to be in 5 years, as it is the case of Calderon and Juan Camilo Mouriño, the new Secretary of State. The retiring secretary, Francisco Ramirez Acuña, says he quits the position for personal reasons. But the truth is that his retirement was already settled since the beginning of his six-year Presidential term of office, they only made his the favour of holding the highest charge his political career was going to have, for having it out with Calderon and uncover him when Ramirez Acuña was the governor of Jalisco, Calderon Minister of Energy and Juan Camilo Assistant Secretary of the same section.
   The new Secretary of Internal Affaires was born 33 years ago and according to the law, he should not be able to have the position he was given; but it has been a long time since the Constitution started being infringed, when the “panistas” (followers of the PAN party) allowed him, through plurinominal channels ((the plurinominals are members de facto, seats given to members of political parties that do not campaign and do not compete, as they have their seat in the parliament assured), to obtain a position in the Country Council Committee of the state where his family arrived, émigré, from Spain: Campeche. They also gave him a Federal Deputation (through plurinominal channels again) on the year 2000, where the leader of the “blanquiazul” party was Calderon. Afterwards, the actual President positioned him in the Ministry of Energy as an Assistant Secretary.
    His growing career is the result of the millions his father, Carlos Mouriño, has put on PAN. It was when Juan Camilo wanted to participate in politics that his birth certificate was illegally modified, and he was turned into a Mexican citizen in order to be a plurinominal Member of Parliament in Campeche. Since Fox's campaign for presidency, Juan Camilo's father helped with huge amounts of dollars in the “panistas'” campaigns, in and outside Campeche, where he has got his trading: the monopoly of the petrol stations.
   With the arrival of Juan Camilo Mouriño, everything goes back to the “priistas” time, when the old-boy networks were more important than abilities and paths. Calderon, just as Salinas de Gortari did with Cordoba Montoya, is putting a foreigner in this secretary. This “pelele” (simpleton) is still determined to demonstrate they are just like him and like the other spurious Salinas; they resort to the same undemocratic and illegal practices.    Calderon did not even learn from his own story, that a young person with power becomes treacherous, as Calderon himself did to his mentor, Carlos Castillo Peraza, when he bit his hand when he assumed his post as the President of the PAN. By giving Calderon political opportunities, he started to consider himself as the Commander-in-Chief; he has always been determined to hold power over his own friends. He is a classic example of Machiavellism, he even changed the Machiavellian theories: "Haiga sido como haiga sido" (no matter how) is the new phrase of Machiavellists. Do not be surprised if, in a near future, Juan Camilo bites the hand of who gave him power, as Calderon did to come up to where he is now.
