What legality and safety is Felipe Calderon talking about? In Mexico there is no legality and much less security. He took the presidency by electoral fraud, appointed a foreigner as one of his State Secretaries, and is not taking care of sovereignty, in clear cases of violation of the National Constitution.
There are still deaths because of organised crime, traffic of drugs, and the heads of drug cartels seem to be even more powerful. Ironically, Joaquín Guzmán Loera, the most powerful drug lord, is on the run but shows up in public events, which proves that he is protected by the government and the civil servants, such as the secretary of the Federal Public Security.

  On the 91st anniversary of the constitution of 1917, celebrated in Queretaro a couple weeks ago, Felipe Calderon asked to sign “the pact for legality and security” among all the Mexicans. He also asked “to leave aside the ideological and party differences to build a more democratic, more plural Mexico”.
   He asked for collaboration of all Mexicans in general not to leave the country in hands of delinquency and live in a real State of Rights, where individual warranties of free and sovereign Mexico are respected.
      The speech Calderon gave in front of his sympathizers (governors, State secretaries, heads of “autonomous” institutions, such as the Supreme Court and the National Commission of
Human Rights, etc.) had clear traces of rhetoric, as usual for Calderon who does not seem to realise that he stopped being a candidate and became “a president”.
    The only ones who believe these speeches are his flatterers who were present at the Queretaro Auditorium and who only say that he is right to see what they can get for their respective states and to be called democrats (counting in the Supreme Court and the national Commission of Human Rights) because they are employees of Los Pinos  occupant.
   What legality and security is Calderon talking about? The legality and security of the country? What country? In Mexico there is no legality and much less security, especially not with those neoliberal governments. Let’s see:

   Calderon is the president of the republic because of the electoral fraud committed by the factual powers using the institutions in favour of a PAN candidate and neoliberal Right. The IFE overlooked entrepreneurs’s intervention in favour of Calderon (for example, purchase of publicity, which is not allowed and is an illegal action).
   The negative campaigns, which are also not allowed, were permitted by IFE and Trife who kept silent for several days, until the damage was done. The intervention of Elba Esther Gordillo, who moved all her teachers in favour of Calderon, was not punished.
   Another illegal intervention was taken forward by the then president Fox (excluded by PAN). He had no one to support but Calderon, since his main candidate was Santiago Creel, who would support anyone not to let Andres Manuel Lopez Obrador win. Fox made several declarations, which could have been punishable, but were not.  Luis Carlos Ugalde, then presidential adviser of the IFE declared his best man as the winner of the elections, when this function was not supposed to be his, but Trife’s president’s. The above mentioned are violations of laws which were never punished.
   As the president of Mexico, Calderon appointed Juan Camilo Mouriño as new Secretary of Internal Affaires. Mouriño was born in Spain, Madrid, to be precise. The Carta Magna (ironically, that day, on February 5, was the anniversary of its enactment) states that a person born outside the country cannot be in the position of the secretary of the government. Calderon, who always speaks about a State of Rights, is the one violating it. Fox also violated the Constitution, but for being foreigners’s son he was allowed to be president of the Republic.
   In the case of Mouriño, we would be allowing a foreigner govern us, since the Secretary of Internal Affaires  is usually the next in line to become president.
Another example of the constitutional violation is drawing the armed forces out to the streets. The Constitution states that the armed forces must not be in charge of patrolling the streets, but Felipe Calderon decided to let it happen anyway. This decision gave the military a chance to violate individual rights of civilians in several occasions.
   Unpunished murders took place, such as:
-1) The Zongolica case: a group of soldiers sexually assaulted an elderly woman, causing her death.
-2) The Coahuila brothel case: a group of drunk and drugged soldiers beat the customers and employees, also sexually assaulting several women.
-3) The case of a family from Sinaloa: they were attacked by drunk soldiers, who caused the death of 5 (five) out of 7 (seven) members of the family, including minors.
   Mario Martin Torres, governor of Puebla and Ulises Ruiz Ortiz from Oaxaca are also examples of illegality in the higher seats of power. The occupant of Los Pinos and the Supreme Court keep them in their positions despite the debts of the PRI, the party they belong to.
   Mario Martin is guilty for violation of individual warranties against the journalist Lydia Cacho and harbouring pederasts, but he is a free man. Ulises Ruiz is also free and continues to occupy his position, despite the violation of human rights of the oaxaqueños (sic.), who, unsatisfied by his work, decided to take part in a demonstration, but were cracked down by Ruiz Ortiz and Fox. Several people died that day.
   Felipe Calderon has also spoken about sovereignty. But, what sovereignty is he speaking about? He wants to make PEMEX (the Mexican oiI company) private through his hydro reform, which would allow foreign capital investment, again, forbidden by the Constitution. He is violating Mexican sovereignty by not reviewing the agricultural chapter of TLCAN, which if affecting most of the Mexican fields. The national sovereignty is also being violated with the help of the Merida Initiative. In case of its approval, direct intervention of the USA into Mexican internal security will be allowed, since American elements will be sent into the country in order to persecute and arrest delinquents on the Mexican territory.
   Calderon has spoken of the legality pact but he himself is violating said pact before its very creation. Calderon wants to give the Mexican legality the way he has always seen it, throughout his entire career: abstract and ambiguous, the way it is portrayed in the above mentioned examples.

Pact of security?
   Calderon’s actions have not brought us security either. There are still deaths because of organised crime, traffic of drugs, and the heads of drug neighbourhoods seem to be even more powerful. Joaquín Guzmán Loera, the most powerful drug lord, is still appearing in public, which shows that he is protected by the government and the civil servants, such as the secretary of the Federal Public Security, Genaro Garcia Luna, who according to some documents has facilitated certain operations to the Beltran Leyva brothers, owners of “Chapo Guzman” in several states of the republic.
  The Secretary of Internal Affaires is saying that we are winning against organised crime, a declaration that goes beyond Mouriño’s ignorance. With his words the young secretary shows insensitivity towards problems that affect an important part of the society. In the meanwhile, the crime rate keeps rising. The government should stop giving declarations that are detached from reality.
   If Calderon is asking for a pact of legality, he should provide us with it and not acting the way he does. He should start caring about all the Mexicans, and not only the ones who helped him to usurp the presidency.
