Next time you are asked for a donation in a shopping centre, just think about it for a moment, I am not telling you that don’t donate, Just save those cents and make the donation directly at the recipient institutions, and not through ' intermediaries ' who take advantage of the good faith of their clients.
The authorities are aware of this illegal practice but they accept it, because according to them, it is a way to encourage organized trade. What it is backing up, from my point of view, is organized crime. This is a multimillion-dollar fraud.

Lima.- Yesterday, in a shopping mall, while I was rounding up my bill, something rather insignificant and a very common practice in each and every shopping mall in Peru, the purchase ticket showed 'rounding or donation’- 85 cents; but what arouse my instinct, 'my legal instinct' was that, on the cashier’s screen there showed the following concept: 'Donation to Caritas or to Children’s Foundation, etc'.
When I saw that in writing, I asked the cashier if they dealt with that as a donation, to which she answered yes. Based on that, I asked the cashier to give me my donation receipt, and clearly the answer was no since they only deal with it as a rounding.
I asked to talk to the manager, since quite evidently, according to my reasoning, there was a tax evasion hidden behind a rounding. Then the manager came and I told him if he could issue me a donation receipt on behalf of Caritas for all the purchases I had made in that store since that was the concept, and that I wanted to deduct them -I had with me other purchasing tickets-. The manager refused to give me a receipt (which is my very right), and he tried to explain to me that they are just the collectors of the cash, that is, they just gather the rounding sum and then they deliver it to Caritas or any other charity institution.
I ended up asking him to give me back the 85 cents because I did not want to be part of a fraud. Why fraud? It is simple: they collect a specific amount of money during the month, let’s say that from each purchase they collect 50 cents; it is clear then that in a month they collect a very large amount of money, and this money that comes from a lot of citizens and from their cooperation is not handed out on behalf of each and every one of the real contributors. Need more clarification?
What you give away is being awarded to another company, and they deduct it from taxes, they make use of your money in order to save in taxes, in other words, they commit tax fraud and they pay with your money the taxes they should pay with their own. But , that money generates interests in their bank accounts as well.
Now let's calculate that in one day, 30 customers go through at each cash register every hour, and if we multiply that by 25 registers, and by 15 hours with 50 cents of rounding for each purchase, we get a total of 5,625 Peruvian New Soles (PEN) per store. It is not stealing at all! But, wait, now do the math for the 365 days a year and we have the sum of PEN $451,687,500.00 (CAD$162,700) which is the way that is deducted, and just check the large amount of money getting tax deduction, in only one store. That is a way of stealing, they have no shame!
The worst of all is that the authorities know about this irregular practice but they just accept it, because according to them, it is a way of encouraging organized trade. What they encourage, as I see it, is organized crime.
So, next time they ask you for rounding up, think about it; I am not saying that you do not give donations: you can save for that and do so directly at the institutions and not at an intermediary business that takes advantage of its customers’ good faith.
