to the State terrorism
The creation of an anti-terrorism law in El Salvador violates the fundamental rights of people and criminalizes protest. Is the Salvadoran population coming back to the times of war, which were suspended all civil rights, included freedom of expression and the peaceful demonstration?

San Salvador.-
    Definitely, the whole world looks different after the attacks to the twin towers in New York on September 11th 2001, the whole planet is devoted now to the fight against terrorism, but it is incredible to find Salvadorean soldiers defending the interests of the United States of America today in Irak or the approval of the so called anti-terrorist law; which is no more than a way gobernment uses to restrict the civil liberties in El Salvador.
     By definition, the word terrorism means any violent way of political fight, by which one persues the destruction of the established order

or a terror atmosphere and insecurity which would probably intimidate the oponents or the population in general. But when we talk about the creation of na anti-terrorist law in El Salvador we could be talking about distorted concepts that should be pointed out, they threaten the fundamental rights of the people. Not only because its approval in the legislative court by the Salvadorean right-wing groups happened in na environment of repudiation by large groups of people, but also because its application goes beyond the performance of the police functions; they bottle in acts that many times go beyond the violence limits that are supposed for this kinds of operations.
        According to article 1 of the 108 decree of the Salvadorean Legislative Assembly: the objective of the present law is to prevent, investigate, penalize and eradicate the crimes described here, as well as its demonstrations, including its financing and related activities, and by the way it is carried out, the means and methods employed, show the intention of causing states of alarm, fear or terror, by putting people in eminent danger or affecting their fisical or mental security, their significant or material goods, the democratic system or the state security or the international peace; all this with strict affection to the Human Rights. In none of these cases the crimes covered in the present law would be considered political or related to politics, nor as tax crimes.
     Beginning with the objectives that the law sets out, there are two mayor facts that allow us to analyse the application of this law, that is supposed to fight against terrorism in the country and that is really one more way of state terrorism against Salvadorean people and their right to espress themselves freely.
     On May 12 2007, after the police force of the capital city vacated informal retailers and retained their goods in a repudiation act because of the way that this act was handled, hundreds of these retailers concentrated in the streets of San Salvador city to express their discontent and were attacked by 200 members of the Unidad de Mantenimiento del Orden (UMO) nationally known because of its violent way of acting during this kind of acts. In this opportunity, the agents used tear gases and rubber bullets, which caused 11 retailers to be captured and prosecuted for terrorism.
    After that, on July 2nd 2007, in Suchitoto (a town located 45 km from the Salvadorean capital) while the president of the republic Antonio Saca was announcing a privatization and descentralization of the drinkable water resources, social organizations and the people in general developed a pacific march during which people revived what had happened a month before in the streets of the capital city with the informal retailers, while rubber bullets, tear gases and helicopters flew through the skies of Suchitoto, 14 people were detained to face terrorism charges.
If we focus again on the concept of terrorism we could point out an important detail: we did not talk about violent forms of political fight in none of the incidents, so why were these citizens imprisoned and were facing terrorism charges if they were only trying to exercise their right to express in a pacific way?
     So we can ask ourselves: is it that the population of El Salvador has returned to war times when all rights were suspended, including free expression and pacific manifestation?
As it has been explained by law experts in El Salvador, this law is na instrument that can be used by the government against social movements and civil society, turning the country into a place were people is not allowed to express their inconformity because of the violation of their fundamental rights.
This legislation reminds the Salvadorean people the bitter years of war when there was a permanent state of siege, it makes them feel corage for the 12 years of fight and the thousands of deaths that even today have not been recognised, the hundreds of children that are looking for their parents.
    It is really concerning to see the future of El Salvador, where after so much suffering and victims if the war we could not get the government to respect our economic, politic, and social rights; when even today we talk about violation of the Human Rights, represion, fear, death and hopelessness.
